A major challenge in primary education in Rwanda is weak school management and leadership. Some points of attention are: involving the local communities, quality of education, equity, dealing with high drop-out rates, and poorer performance of girls and other vulnerable groups. Teaching in primary schools is very teacher-centred without active participation of pupils.
School leaders and teachers in primary education use appropriate teaching, monitoring and follow-up strategies to improve the learning outcomes (in numeracy, literacy and life skills) of all pupils.

Via a two-pronged approach the programma will increase the focus of school leaders and teachers on teaching, monitoring and follow-up strategies. A first track wants to build competences of school leaders and teachers through pre-service and in-service training. A second track uses peer-to-peer learning in networks of school leaders. The programma has three result areas.
- The first result is that the School Leadership and Management Unit of the Rwanda Education Board provides effective and gender-balanced professional development through the University of Rwanda – College of Education for head teachers to become competent school leaders.
- The second result is that the School Leadership and Management Unit of the Rwanda Education Board organises, stimulates and maintains learning networks at sector level to improve competences of school leadership of head teachers, including gender sensitivity.
- The third result is that the University of Rwanda - College of Education and its affiliated teacher training centres support student teachers in application of learner-centred pedagogy.
