Our Partners in Cambodia

VVOB strengthens education through partnerships. We work within existing education systems, led by the Ministry of Education and its institutions. Depending on the country, we also collaborate with universities, teacher education institutions, civil society organisations, and more.  

Our Approach to Partnerships

VVOB's approach to partnership in Cambodia is grounded in trust, respect, and shared responsibility. We do not create parallel systems; instead, we work within and strengthen national structures. Together with government and education institutions, we co-create solutions that are inclusive, evidence-based, and designed to last. By investing in long-term relationships and mutual learning, we ensure that change endures and continues to benefit teachers, school leaders, and learners well into the future. 

Government partners

For more than two decades, VVOB is working hand in hand with the Ministry of Education, Youth and Sports (MoEYS) as the duty bearer of the right to education. Their leadership ensures ownership and sustainability, while VVOB contributes expertise, innovation, and evidence. This collaboration strengthens Cambodia’s education system, empowers teachers and school leaders, and enables effective system-level change. 

Collaborating Partners

Partnerships with teacher education colleges and provincial offices of education ensure that reforms are embedded where teaching and learning take place. These institutions play a central role in preparing future teachers, supporting in-service professional development, and creating safe, inclusive school environments.  

In 2025, VVOB signed a Memorandum of Understanding with Battambang Teacher Education College (BTEC) to collaborate on strengthening early grade mathematics and building institutional capacity in applied education research. We are also working closely with Kampong Thom Teacher Training College and Kampot Teacher Training College under the SMILE programme and reaching all 12 Provincial Teacher Training Colleges, 4 Regional Teacher Training Colleges and one Pre-School Teacher Training College.  

Collaboration with local organisations and school communities is vital to ensure equity and inclusion. VVOB is active within the NGO Education Partnership (NEP), a membership organization comprising of 72 local NGOs and 52 international NGOs working to strengthen the quality of education in Cambodia. Under the TIGER Project, we engaged and collaborated closely with Gender and Development for Cambodia (GADC), Puthi Komar Organisation (PKO) and Kampuchea Action to Promote Education (KAPE). Building linkages with local organisations is a priority and together, we promote positive discipline, gender equality, and learner-friendly schools that reflect Cambodia’s social and cultural context.  

VVOB in Cambodia has also worked with UNICEF, UNESCO, and the European Union in implementing initiatives that promote quality education, inclusive teaching practices, and strengthened education systems. These partnerships focus on improving teacher professional development, enhancing equity in learning outcomes, and supporting evidence-based policy dialogue in foundational learning. 

Networks and Memberships

Through VVOB’s global networks, Cambodian partners connect with international expertise and contribute to shared learning.  Our active collaboration ensures that Cambodian experiences inform global debates on education, while global knowledge strengthens classrooms in Cambodia.  These include Arteveldehogeschool (AHS), VVOB Cambodia’s structural partner and supports the strengthening of teacher education institutions by introducing innovative practices in teaching, mentoring, and inclusive education.
