Building a Consensus on School Leadership for Quality Education in Africa (2023)

Summary

This report presents findings from a Delphi study conducted by VVOB to establish a shared understanding of effective school leadership across Africa. The study engaged 16 experts representing government partners, policymakers, researchers, and professional development providers to validate research findings and identify priorities for the African Centre for School Leadership (ACSL).

The results reveal broad consensus that effective school leadership enhances teacher quality, equity, and student well-being through supportive management, collaboration, and inclusive practices. Experts agreed that professional development for school leaders should integrate gender-responsive and gender-transformative pedagogy, long-term coaching, and partnerships between governments and professional development providers. The report underscores the importance of national policies, gender equity, and African-rooted leadership models, such as Ubuntu leadership, in strengthening education systems across the continent.
