Summary
This report presents the results of an evaluation of Rwanda’s Continuous Professional Development (CPD) Programme for School Leaders, implemented by the Rwanda Basic Education Board (REB) and VVOB. The study assesses how the CPD programme strengthened school leadership competencies and contributed to improved teaching and learning outcomes in secondary education.
The evaluation combined quantitative surveys, qualitative interviews, and classroom observations to examine changes in school leaders’ practices related to instructional leadership, data-driven decision-making, and teacher support. Findings show that the programme significantly enhanced collaboration, accountability, and professional dialogue within schools. It also identifies areas for further improvement, such as sustainability mechanisms and alignment with district-level support structures. The report concludes that a blended approach to leadership training can effectively build capacity across Rwanda’s education system.
