ICT in Teacher Education in an Emerging Developing Country: Vietnam’s Baseline Situation at the Start of ‘The Year of ICT’

Originally published in Computers & Education Volume 56, Issue 4, May 2011, this study assesses the baseline situation of information and communication technology (ICT) integration in teacher education in Vietnam at the beginning of the national “Year of ICT in Education.” The research, conducted in five provincial teacher education institutions, surveyed 783 teacher educators to examine their ICT access, skills, confidence, and conceptions of learning.

Findings reveal that while teacher educators have good access to computers and value ICT highly, its use in teaching remains mostly limited to replacing traditional methods rather than transforming classroom practice. The strongest predictors of ICT use in teaching were ICT skills and computer confidence. The study provides recommendations for moving beyond infrastructure and skills training toward integrating ICT as a tool for active and creative learning.
