Summary
This third edition of the Protocol for Managing Situations of Violence in Educational Institutions provides comprehensive procedures for identifying, reporting, and addressing cases of violence, abuse, and harassment within Ecuador’s school system. Developed under the Programa de Educación y Formación Técnica y Profesional in collaboration with the Ministry of Education, it aims to strengthen institutional capacity to ensure safe, inclusive, and rights-based learning environments.
The publication outlines step-by-step guidance for teachers, counsellors, and administrators on managing incidents of physical, psychological, or sexual violence. It also offers prevention strategies, roles and responsibilities for school staff, and inter-institutional coordination mechanisms with social and judicial services. By promoting accountability and student protection, the protocol contributes to Ecuador’s national strategy for safe schools and aligns with international child protection frameworks.
