The TaRL Language Learning from Familiar to Formal (L2F2) Methodology in Uganda's Multilingual Education Landscape

Summary

Despite rising rates of primary school enrolment in Uganda, many learners continue to struggle with literacy due to the shift from local languages (L1) to English (L2) as the medium of instruction. The Language Learning from Familiar to Formal (L2F2) methodology, developed by Pratham and TaRL Africa, responds to this challenge by applying the Teaching at the Right Level (TaRL) approach to strengthen literacy in both L1 and L2. The methodology uses contextually relevant bilingual materials alongside an assessment-driven grouping system to support learners at different levels.

Case studies from VVOB's UCatchUp in Kasese project and the Kyaka II Refugee Settlement Bridging Programme highlight the positive impact of this approach, demonstrating marked improvements in learners’ literacy in both local languages and English. The publication emphasises the importance of teacher training, contextual adaptation, and sustained research for the successful implementation of multilingual education strategies.
